Admin actions are a fallback, not the primary path — suppliers self-serve resend and revoke on their own invitations (S5). This exists for when a supplier is stuck, unresponsive, or has hit the duplicate block and can't clear it themselves.
There is no platform-wide delivery and WhatsApp health view: no aggregate failed-send monitoring, no invitation template status, and no WhatsApp quality rating. A degraded quality rating would throttle every WhatsApp channel Mala runs — not just invitations — and nothing in v1 watches that number.
Where invitations die. This is the only place the S9 telemetry becomes readable — without it, success measure 4 is collected and unmeasurable.
